Announcement of a ministerial order establishing exceptional measures to deal with the progress of the COVID-19 pandemic
The Minister of Health and Social Services, Danielle McCann, tabled a ministerial order establishing several provisions enabling the health and social services network employers to plan a reorganization of healthcare services in the event the COVID-19 pandemic would evolve rapidly.
The planning, proposed by the employers, must enable the health and social services system to adapt quickly to the population’s healthcare needs if the number of infected cases rises and require hospitalization.
Because this reorganization affects the workforce’s availability and working conditions, unions will work in consultation with the employers to ensure the appropriateness of the plan and respect for workers’ rights.
However, even if certain measures are already proposed in some regions, this planning will only apply when needed and may not be put in place systematically and everywhere. Lastly, the Ministry of Health and Social Services must approve every local measure in advance.
Union teams will be best suited to address all questions and pass them on to the FIQ and the Ministry of Health and Social Services in the coming weeks.
The FIQ will quickly produce tools to guide the teams in their work in this reorganization.
