Reminder and context

A pilot project on hybrid decision-making bodies was adopted in December 2018 by the delegation as follows:

« To implement the following proposed schedule at regular provincial councils and conventions: the first day must begin by 12 noon and the Federation ensure that all union representatives have the time for lunch before the meeting begins in their logistical planning, unless the Executive Committee evaluates that another start time improves work/family balance; the meeting should be adjourned by 4 p.m. at the latest on the last day if at all possible. The proposed meeting schedule be made available seven (7) days in advance. »

This schedule project began in March 2019.

The pandemic forced the Federation to implement the virtual format in May 2020. The hybrid format was implemented in October 2021, when public health officials permitted meetings to be held once again.

The schedule project should have been evaluated in June 2022. However, the delegation postponed this evaluation to have at least one year of regular councils after going back to in-person councils, so the delegation could properly evaluate the impact the council schedules could have on the delegates’ participation in FIQ decision-making bodies.

A report will be presented by the secretariat for decision-making bodies at the federal council in December 2023 which cannot be carried out without your prior evaluation. Now is the time to have your say on this pilot project./p>
